Oh, 100% absolutely. It's just that due to the unavoidable circumstances they have a lot of genuinely extremely expensive infrastructure at this point, so a tower loss or something would actually be very painful. I mean, they've clearly been taking that deadly serious, very systematically checking stuff off, building to full static fires, they'll be doing a whole WDR etc. And it wouldn't sink it, but it might well set it back a solid 4-6 months which would suck. So I'm sure there will be some clenching going on there. After that everyone can effectively enjoy the ride. And hopefully SH itself performs perfectly, that's really the most important thing. SS could be expendable for a while if it had to be, so long as SH works and is reusable then they can start using it for actual cargo (Starlink v2 full size to start) and making money with it, and that also means the moon mission is a go (it was part of the planning, it's POSSIBLE to do it with pure expended SS, each tanker thrown away, though it'd nuke any significant profit margin for SpaceX, but it'd work).

After the landing burn ends, the flight plan is for Super Heavy to impact the water intact vertically. Then, within several seconds, Super Heavy would tip over and impact the water horizontally. So not PLANNED per se, just accounted for in their plan. If the first SH went absolutely perfectly in all respects they might well try for a tower landing on the very next one. But if it doesn't they'll do another, and then another after that. That they haven't asked to do it 5 or 10 times is itself a sign of confidence, though I think justified here. In principle, landing SH will much easier than landing F9, which obviously they have tons of experience in (and of course well developed control software). Unlike F9 it can do a TWR below 1, so it doesn't need a hoverslam. It's less affected by winds, and overall tougher. It's still coming straight back down, no bellyflop maneuver stuff like SS has to deal with. Biggest difference is the relight system so that might something that will need work, though of course in landing SS already in the first place they've shown they can get the engines to come back on.

Hopefully they can pull it off sooner vs later but tower is valuable enough worth being cautious. And I believe the second booster will have a new igniter system, so possible they may want to expend that too no matter what just to be extra sure.

Oh, yeah that's because they're cutting dry mass this time around to give everything additional margin. They just really want to get a feel for the overall running, thermal protection system etc, so this way they can reduce fuel load in SS and shave a lot. SPARC is going online sometime in 2025 to validate and refine the reactor technology by doing burns of 5+ minutes in the 10s of megawatts, then they'll break ground on ARC which is supposed to operate at around 250MW electrical output. A tanker variant starship is only going to be able to carry a little bit of extra mass.

SpaceX target is 100 tons empty weight for the cargo bay starship (right now it's supposedly 120 tons), and shortening the ship is not going to reduce that by very much.
People have speculated 85 tons for the tanker starship, which is a very marginal increase in payload IE 15 tons/10%
If anything a tanker starship would be more about increasing the available tank volume efficiently as much as reducing dry mass.
