IMO the most likely effect is that there is even less soviet effort at satellite miniaturisation, since Lavochkin or Reshetnev or other can just build 20, 30 tons satellites and have them launched once or twice a year. I guess this would mean less soviet ion propulsion R&D which would set the world back on it too. Soviets maybe go ahead with their plans to have ultra heavy GSO comsats (they were planning on launching 3 30 tons comsats with energia in the late 80s). If this actually works this could be copied and become an international business case for N1, but I doubt it. Still it would be a funny opposite to IRL where the 90s were a period of constellation and microlauncher projects.

What exactly about being on Earth makes it impossible for you to larp as if you're not on Earth, pressurize your habitat to 0.1 bar above ambient, and run all equipment and operations under those scenario rules? It's just as much of a test of the hardware to run basic ISRU equipment in an Antarctic dry valley as it is on the Moon or Mars.

Since I have greater than 90 IQ I'll answer your question: a boostback burn just means the stage is pointed back the direction it came from and is burning in that direction. A boostback may go long enough to actually change the direction of the stage, taking it all the way back to the launch site, or it may target a point in the water close to the launch site, or it may not even reverse its trajectory at all. Mars has two kinds of surface radiation: UV and cosmic rays.
The UV is so intense it would kill your skin in minutes, but it's so easy to block UV that it's not even considered a hazard to astronauts (just UV sensitive materials outdoors).
The cosmic rays are highly penetrating, but low dose rate. As a human you don't want to live exposed for a few decades, but plants? They don't give a shit, especially not the annuals (ie most farm crops).
