b) Fast forward 50 years later: congress/NASA has only focused on low earth orbit this whole time. Yes they have SLS/Orion now, but everyone who worked on Apollo and has experience is long retired or dead. Orion could have been launched with humans on the first flight but they were too nervous after having lost crew in challenger and columbia. They want to go incrementally. Alright I want to propose a couple of scenarios:
1) The US continues a “do not associate” relationship with China space. This option leaves an ENTIRE space sector to grow on its own, with likely allies including Russia, Iran, Venezuela, Pakistan, ESA, brazil(?), others.
2) The US enters some sort of limited partnership, with the intent of cow-tying them into LEO stations or something, the same way we did with Russia.
3) The US becomes allies? I don’t know what end this would have or if it will ever even happen
Which is the worst scenario? I think ignoring them could potentially bite us in the ass long term. Trying to cooperate would probably hurt us shorter term if they tried to steal tech or ideas.

While Baikonur has historically been Russia and the USSR's main launch pad, it's not their only one. They also have Plesetsk (located near Arkhangelsk, a few hundred km east of St petersburg and Finland), which has been their main site for launching spy sats into polar orbits since forever, and Vostochny, which is located in the russian far east next to the border with China, and which is supposed to be the replacement for Baikonur, it opened in 2016 but has had trouble ramping up since.

Kazakhstan is not seizing all of Baikonur, but only the russian facilities on an old launch pad which used to launch ukrainian rockets and which has since been renovated to launch a new Russian rocket which would replace Soyuz (it's called Soyuz 5 but it's a completely different rocket), however there's some shady stuff and corruption and Kazakhstan has had enough and stopped cooperation on this particular project, but the rest of Baikonur will still be used to launch Soyuz for the next 10 years at least.

As for the general future, the #1 priority right now for russia is to increase satellite production, russia historically made good rockets and good crewed spacecrafts but poor satellites and probes, and with Starlink giving the ukrainian an advantage on the battlefield and its chinese and european equivalent coming soon, they're desperate at making a similar constellation of satellite. However this will take years.

Their historical priority is continued crewed space presence, they'll keep servicing the ISS until 2030 and plan on launching a small station (smaller than Mir) named ROSS (POCC) in 2028, one of the module is mostly done but there are funding uncertainties.

They also have a lunar program, they'll launch Luna-25 this summer, it'll be the first spacecraft to land on the moon's south pole if everything goes right, beside that they've also recently signed agreements for a lunar base with China in the 2030s.

Carbon fiber composites fail under high temperature exposure right now because the plastic resin which prevents the fibers from sliding around softens and stops doing its job. Couldn't tell you. Possibly hopium, possibly grift, very very slim possibility they already know it won't work as pitched but they're trying to attract enough funding that they can develop a physically achievable reaction that wouldn't attract investors (for example a D-T or D-D reactor with a lot of shielding and so forth which just barely self sustained but produced an excess of tritium, which could act as a tritium breeder for feeding a high fusion gain tokamak).

Yes. You can't prevent deuterium from finding other deuterium in a mixed He3-D fusion plasma. To get down close to aneutronic with He3-D fusion you'd need to swamp the mix with He3, over 99% concentration, which unfortunately also kills your reaction rate because He3-He3 fusion conditions are way way hotter and higher pressure than even He3-D. It's a catch 22, you either get neutron flux from your reactor or you're not doing fusion.

Figuring something out is on the table, but it won't be a solution that allows them to achieve what they're proposing. Like I said it'll be something like a self sustaining D-T fusion cycle or D-D cycle for supporting the tritium fuel requirements of a high gain tokamak at the same plant. Trust me, I punch a hole in my drywall every day in a blind rage at how physics keeps fucking us from achieving high gain fusion in a compact device. I WANT helion to build a functioning "low cost" fusion reactor. I just don't think it's gonna happen, because their approach is full of "and then a miracle occurs" steps, with processes that make no sense or are just wrong (one D-D reactor making enough He3 for several He3-D reactors, the He3-D reactors being aneutronic, etc).

Thanks, looks like these materials are used in some applications. Still though, the examples I can find appear to be primarily metal with the fiber or particulate component making up a relatively small proportion of the material. I suppose to be clear I'm talking about a material that is as close to purely carbon fiber as possible, with only the minimal amount of metal matrix present purely to provide that embedding function.

It looks like my intuition about chemical incompatibilities was correct, too. Aluminum matrix reinforced with carbon fiber does exist, but the fibers need to be coated to prevent the carbon from reacting with the aluminum to form carbide and introducing brittleness to the metal. This should be a much less serious problem with other less reactive metals, which is helpful in terms of temperature resistance anyway.

Yeah I wasn't asking about tiles but this does tangentially relate to tiles. Say your matrix metal is stainless steel, now your material (over 90% carbon fiber by volume) has the temperature resistance of stainless, but a much greater strength to weight ratio. This allows you to both keep the relatively thin ceramic tile coating, due to your walls being able to handle a larger pulse of heat during a thermal soak, and lets you remove a lot of structural mass.

You'd do this under an inert atmosphere to protect the molten metal from oxidation anyway. Remember, when it's not burning due to exposure to oxygen, carbon has the highest melting point of any element. A carbon crucible will happily contain molten tungsten at 3500 celsius. A carbon bottle could hold pressurized gaseous IRON at 3000 celsius.

The issue with any approach like that is that it's going to be very slow, difficult to scale to rocket sizes, and very expensive to produce in bulk.
I think it would be worth pursuing a different method whereby a prepared blanket of carbon fiber is loaded into a mould, the mould gets purged with a continuous flow of inert gas, and then gets a vacuum pulled on it. The mould preheats up above the melting point of the matrix metal, then the hot liquid metal is poured in. The parts of the mould are then pressed together to force the metal to fully penetrate the carbon fiber weave, with the excess metal being squeezed out of the mould through a riser. With everything pressed the mould is quenched and the metal matrix solidifies around the carbon fiber. This is effectively the same thing as a modern CFC layup with resin, except it needs to be much hotter and you need to be much more careful of oxygen ingress. This is the type of industrial process which would be WAY easier to do in space than on Earth in terms of environmental control.
