Any proposed "theory" no matter how scientific it appears or actually is must nonetheless distinguish itself by more than mere underdetermination. That is to say, it matters very little if one constructs even a perfect 1:1 equivalent theory if that theory has no distinguishing predictions and merely seeks to reframe everything already predicted up to that point.
