if the cosmic background radiation is the basic rest frame of the universe and the earth has this enormous peculiar motion relative to the background radiation (.0012c or 368km/s) then why is the hubble constant observed to be the same in every direction? edwin hubble discovered his observed distance-velocity relationship before the background radiation was even known to exist

The Hubble constant is roughly 70 km/s per megaparsec (3.26 light years). Once you start measuring distances that are in billions of light years the error because of our relative motion is essentially zero.

the earth's peculiar motion is more than 25% of the virgo cluster's recession velocity, the virgo cluster is 5mpc further away when measured by cepheid variables than it is by the hubble relationship.
