I have no idea how bad vinyl chloride is, but organic chlorides are usually persistent soil and water contaminants and will definitely reuire some sort of cleanup.

Phosgene is very nasty to breathe, but thankfully gets neutralized by water almost instantly so no chance of it persisting

I think dioxin formation would be the biggest concern, i.e. agent orange-ing ourselves. As I recall, those form under low-oxygen conditions, so letting the stuff just spill out, cool down and/or turn into short-lived shit is probably the better choice.
Either way, there's gonna need to be some heavy environmental testing before anyone even considers moving back.

It was their party that dismantled safety regulations proposed in the previous admin that directly caused this accident: Hazardous chemical transport regulation, brake equipment upgrades for transport of said chemicals and bad conditions for the train workers.

It seems there's some concerning levels in there, and there are firefighting chemicals visible in the river downstream as well as people able to still 'smell' VOCs.
It's concerning, but some people are also exploiting this for political purposes. Hopefully this bankrupts the railroad which will make others think twice about having lax safety.
