It's a stupid convention that is equivalent to a half of a half. Translating from words to math, the word "of" typically indicates multiplication. For fractions, a half of a half is clearly interpreted as one half divided in two. When dividing by two fractions, you can multiply by the inverse of the second fraction to get the same answer.
