You have to find that data first.

For some medical treatments, 15% can be considered effective if there's no other treatment. It depends on the context, and what was publicized is that it prevents "severe" reactions compared to the control - no vaccine at all. AKA raw dogging the virus and almost certainly getting bad side effects as I stated. The science said, take the vaccine, reduce the likelihood of bad side effects. Nobody said it would be 100% and prevent you from ever getting it. Sorry if that's not convincing enough for you, at-risk populations need any help they can get.

The public demands something, vaccine scientists are charged with creating a solution even if it isn't perfect. We're all still human and it will take time and trial and error to work out the kinks, but it's still better than nothing.
