Pour money into a state level engine program, target performance comparable to Raptor. Crank them out and sell them for cheap to the private sector. Kill the focus on copying western powers, developing a Starship clone, ISS clone, etc. Fly a bunch of novel missions, fund solar sails, spin stations, all the actually interesting stuff the west won't do. Kill astronauts. Instead of spreading thin, focus on excelling in single high buget science missions, outer planets missions, whatever. The goal should be to actually beat NASA at something, instead of trying to hit the same milestones that NASA hit seventy years ago.

I'm not even sure if there's even one, or if it makes sense to ask about one, as an absolute thing. As a species, the only thing that I can think of is basically surviving the universe, if it eventually has an end. And if it has, the goal in that instance would be either stopping that end or escaping this universe, so that life and consciousness can go on forever, I suppose that's the ultimate thing. Now, onto the why doing that... well, that's something I'm not entirely sure.
