It's not even a 100 year cycle, it's 30-50 years. Californians just suffer from some sort of regional dementia that prevents them from planning for the future. John Steinbeck wrote about it in nearly all his novels.

That's most non-polar regions
People still build toothpick houses in tornado and hurricane zones
People still build slab basements in the Pacific Northwest
People still build waterfront homes along the West Coast, etc. etc.
The only region that seems to build for the long term with changes to weather and landscape in mind is extreme northern zones Like Alaska, Northern Canada, Northern Scandinavia.

My comment is limited to permanently occupied sites. There are 500 year old pueblos in America but they've been abandoned for hundreds of years.
