presuming that everyone knows how to read is racist, science proved long ago that literacy is neither universal nor evenly distributed. back in the 1950s, the supreme court ruled in brown v. the board of education, that low rates of literacy amongst blacks was proof that racists were unequally distributing educational opportunities and that more resources were needed for the education of blacks than for other groups. that precedent still stands today, there has not been any new science to come along and prove it wrong yet, not in nearly 3/4 of a century.
