It would be considerably easier to dig up a large section of land on mars, then bring the land back to earth, then build the buildings on the land here on earth, then simply send the land back to mars with the buildings already on it. The robots for most construction tasks aren't very innovative, most of the tech exists but it's mostly a question of transport capability. If Starship starts making trips to Mars, expect serious work put into creating the robots needed for construction. The little rovers and drones we've sent so far have been quite limited because the restrictions on how much mass we can transport there.

Probably not but nevertheless, it is 2022 and 2022 was his estimate that did not include the pandemic happening so no one can say for sure what would have happened. My guess is that Starship would have had its first orbital flight (successful or not) and we'd still be a good five (and probably closer to ten) years away from having people walking around on Mars.
