I don't see why SpaceX will have serious issues with full reuse like you suggest, especially considering that even if the current heat shield design doesn't work they could just replace it with a heavier one and have a 110 tonne LEO capacity instead of 130 tonnes to LEO. Nothing that would take a decade, especially for SpaceX. You're right that Starship being rapidly reusable will likely take a while, but even with the keralox engines of F9 they've been able to get the F9 refurb time down to two weeks. I agree that getting Starship to the point where it can launch once a day is probably not happening, at least not in this decade, but once a week is definitely achievable based off F9, and since starships will be mass produced, SpaceX will still be able to put a ton of shit into orbit with the Starship system.

Why? Starship HLS is already being developed, and baseline starship is already somewhat optimized to be used on Mars. Taking all of the above into account, I still am resolute in my conviction that Mars will happen. It must happen. There are so many people here who would lay their lives on the line for the mission. I have never worked at a place so brimming with motivated people, with so much accomplished by so few. The only way Mars doesn't happen is by some massive, external force, but that may only extinguish the company, not the people. The people who work here work as one, and I have no doubt that even if SpaceX as a company were destroyed, some other organization would carry the torch, fueled by the same insane people.

Reading a bit about the Early Ariane program, it seems they were very lucky the CNES and former directors of the Europa program had managed to bounce back quickly after the failure of the later, the Ariane program was agreed at the European level in 1973, a few months later you had the oil crash, and once elected Giscard d’Estaing seriously wanted to cut down the french funding of the program (2/3 of the total funding) but was eventually convinced by the quick progress of the program thanks to earlier developments, it seems like if the directors and engineers of the program hadn’t been so reactive the whole thing would have been cancelled with the oil crash, and Europe would have been stuck without indigenous launchers until well into the 80s at least.

There are only two NASA crew rotations per year and NASA wants to alternate Starliner and Dragon once Starliner is operational. That covers the six contracted operational flight plus the CFT. Starliner needs slightly more than six months to refurbish itself after a flight, so both capsules need to be reserved for NASA use in case something grounds Dragon. Even if there was another capsule that could be used for commercial flights it'd need a crew certified Vulcan to launch it since there are only enough Atlas Vs left to cover the contracted NASA missions.
