Hypothetical question. Let's say the moon landings really were faked. Do NASA people know this and Artemis is all a sham, or they actually believe they can make it to the moon because they think Apollo made in in 1969? What can they do, threaten to take away a contract? There is way too much politics involved for NASA to do anything but what they are told and when they are told to give incompetent companies major contracts they have to play ball.
The only way NASA returns to their former glory is either ditch contractors and build everything in house or let them pick their own contractors with no political pressure.
