Mars. Unless we come up with a lot of noble gases or nitrogen it won't have a breathable atmosphere (barring slight modifications to inhabitants to increase CO2 tolerance) but we could increase the air pressure and temperature to allow people to walk outside with nothing more than a light jacket and a CO2 scrubber mask.
