Corporations are the true bad actors in real world "tragedy of the commons" based on historic data. Actual human beings that have connections to a geographic area and community and desire to leave something to their grandchildren surprisingly actually give a damn. The corporate entity on the other hand is only interested in profit and if it can manage to leave the government as bagholder it will.

It's weird that Dutch farmers seem so willing to throw money away. Fertilizer is expensive. Canadian farmers use modern agriculture techniques like variable rate fertilization so that the optimum amount of fertilizer use at any point can be calculated scientifically and distributed onto the field. Runoff doesn't help grow profits and it contributes to unnecessary costs.

Despite lacking the same media articles about algae being a present concern in Canada the federal government is following along with the Netherlands in wanting to apply a fertilizer-based nitrogen reduction. For some reason the same 30% figure is used. However public servants from the relevant Canadian ministry are on record stating that said number is not based in any science at all. It just sounded nice basically. They had no data on excessive farm nitrogen fertilizer use in Canada whatsoever to give them any sort of starting point. And yet it's 30%, just like the Netherlands.

Oh yes, two countries! This cannot be a coincidence. The fact that the Netherlands have had problems with overfertilization for decades probably has nothing to do with this, right? Or the fact that their problem is so bad that they literally have a minister of nitrogen. And it's totally a UN conspiracy, but it only affects the Netherlands and Canada. The rest of the European Union is not part of it. Totally a worldwide conspiracy.
