The 3-Meme Problem author wrote a book prior to that series called Ball Lightning. It was really interesting.

SPOILERS FOR "BALL LIGHTNING"
It turns out ball lightning is a gigantic point particle. Eventually the chink military weaponizes this and turns it into a strangely behaving destructive projectile. It even has quantum effects, like probabilities of vaporizing a target or not based on observation and measurement. The particles are in the atmosphere all the time but you can't see them until you charge them in a field.
