As an environmentalist, I agree with you that most grass roots environmentalists and environmental scholars support systemic approaches targeted at governments, international trade, and multi-national corporations. That being said, as you point out, the type of policies that we are hearing about from US/EU politicians, NGOs, regulatory agencies, and the mainstream media are generally policies and recommendations targeting regular working and middle class citizens.
