The purpose of the Apollo program was to demonstrate the superiority of American technology over the commies. Today the iphone can do that and there is no political reason to pay for more moon landings. As far as science goes they could send rovers to gather any samples they could want for much less money and no risk to life. Do they really need a black woman with a hammer on the moon ?

>They can't reuse their old rocket designs because they are so dated no one can make the parts needed anymore(No one makes custom-welded rocket motors, TTL computers and threaded-core memory)
>The safety requirements that were implemented due to the shuttle disasters means anything new has to be triple-redundant and more thoroughly tested, driving up costs
>Shit costs more than it did back then, in general

China is basically North Korea with money. Their tech is almost always either fake or stolen,they have destroyed the ecosystem around their area, major parts of china are massive fake buildings with no residents. Most of china lives in the mud and in fear, and most of their achievements are fakes.

It is worth noting that not all missions are done for war games. Much of it went into technologies used today involving transmission used by billions of people and research that has impact on humanity.
Most of the money does not come from the material, it comes from paying thousands of people high paying jobs over decades, people who are not businessmen, who buy stuff like normal folks and put the money back into the economy.
