What they're actually celebrating is the end of one of 13 eras (baktuns) in their time counting system. Every incarnation of the world existed for 13 baktuns (which adds up to 5000 total years). 2012 is the end of the 13th baktun of this world (ie, the end of the 5000 year time frame we live in), and thus signifies the rebirth of the world.

The last time this happened, according to the Mayan calendar and folklore, was 3000 BC(5000 years ago). That was not the first rebirth and 2012 won't be the last.
