While I generally agree with the sentiment that launch contracts should foster open competition, its equally true that Blue Origin hasn't launched a god damn thing to orbit and don't seem interested in doing so either. These contracts, to my best knowledge, for NSSL, are fixed price; which means they're of types where you commit to and deliver on what was agreed upon unless external factors, such as the payload supplier, gets delayed in some fashion. Its overwhelmingly indicative that USAF/USMIL/DOD would be more than ready to put up its payloads and Blue Origin would be years out from their own rocket's maiden launch, let alone sufficient flights under belt to be certified for NSSL flights. Most importantly though, competition at this point for such large scale offerings is only appropriate if there is an actual competition. If one party shows up with a 50 meter tall rocket and the other party doesn't show up, its not a competition. You cannot award people for not showing up, that's corruption. Unless Blue Origin can prove that their orbital delivery capabilities are competitively equivalent or near equivalent to anyone else in the market for NSSL mission profiles, or for that matter any other provider within the same offering, there's no reason to hold the competition. Sold sourcing could be viewed as dangerous if there is fear of delays. But at this point, SpaceX has a fleet of 13-15 F9 cores and Falcon Heavy cores, all of which can be picked and chosen from to launch mission critical payloads to target orbits and Blue Origin has nothing.

This entire notion then of "fairness" is a joke, as it proceeds to unfairly show preference to a party whose interests in large scale success are as fleeting as dandelions in the wind.

Did some research and I guess here’s some hopium. The fastest shuttle turnaround in our timeline was 8 weeks. In an alternate world, a fleet of 8-10 shuttles with that same turnaround time would be capable of weekly flights.
I’m thinking an alternate shuttle that could do this would be a mix of Saturn-Shuttle and a mix of Energia II.
Say you keep the winged Saturn V first stage. But the S-II upper stage is given wings, TPS, and a bigsss cargo bay. You now have a fully reusable TSTO vehicle thst doesn’t have the same tile dangers of a side mount vehicle like even the dolphin sex shuttle.
It’s also very Saturn derived which should at least make it not cost much more than our timeline’s shuttle. Idk.

according to heppenheimer's space shuttle decision the estimates at the time were that a flyback s-ic would cost almost as much to develop as the entire shuttle ended up costing anyway but they went about doing it wrong where it would do all the reentry/flyback on jet engines instead of just relighting an f-1 for boostback a la f9 and then gliding in. if you did that then you wouldn't need jet engines at all and you could do the whole thing unmanned because it'd stay close enough to the cape for radio control.
