That's an interpretation and not part of quantum mechanics. It's a philosophical theory of how quantum mechanics can be related to the macroscopic world. There are other interpretations which are deterministic. Regardless, the results of wavefunction collapse, while probabilistic, very much depend on the quantum state, so there is still cause and effect.
