I'm an 18-year-old American, but I'm fluent in at least conversational Hungarian. I spent a year in Budapest after I graduated from high school. I was 9th in my class here in America. I'm experienced in programming (very good at simple stuff like Javascript and Actionscript, and learning Java & C++). I want to become an engineer, most likely fluid, aeronautical or mechanical.

Should I go to college here or apply for ELTE or BME in Hungary? If not Hungary, where should I apply here?

Pretty sure America has the best universities in the world.

Not necessarily, no... if you think they're the best, which ones are you thinking about? We can compare them.

european schools cost almost nothing, plus you'd learn a language and a culture inaccessible to most.

Hungary doesn't have a worthwhile culture to learn.

Stanford, MIT, CalTech, UCLA, UIUC, Cornell, CMU

Name a computer science school in Hungary better than any of these

And each one costs a lot.
AKA: not free.

Stanford is essentially free; they have a multi-billion endowment. If you get accepted and your family cannot pay for all of it (or any of it), the University picks up the remaining costs. Plus it's Stanford.
