That's retarded and can be debunked by first-year physics. Newton's third law means that there is an opposing force to the magnetic force on the cart, but that opposing force acts on the hanging pole with the magnet and not the floor.

What happens is the magnet and cart come together if the rod is flexible, and nothing else. If the rod is inflexible, nothing happens because the force is being absorbed by the compression of the rigid rod.

It will work if the magnet isn't attatched to the cart. If you threw the magnet out it will pull the cart after it and when you reach it again you throw it again.
