They would not think for the population, they would advise it.
For example what technology to use, what would be more efficient, where the current technology can be improved etc.
That's what scientists do, they improve technology, sometimes discover new technology and also improve our understanding of the universe.
They are very important in any society, be it totalitarian or anarchistic.
This has nothing to do with politics, that's why scientists are political neutral.

Scientists are the only bright people and they aren't wise about everything. Heck you can't even say that scientists are really that much above average intellectually.
