Was the fall of the USSR at least partially caused by dysgenics? Is there any evidence for that?

No. China is somewhat successful because they are a totalitarian dictatorship that leaves you alone unless you rock the boat. China also executes violent criminals en masse. Look at crime statistics in the usa. Look at repeat offender statistics. Now eliminate them. This gives the chinese government immense legitimacy. They will protect and punish those who abide by the system.
The USSR failed immensely at creating legitimacy; they could not protect the populace from conflict, famine, etc. They instead SOLELY protected the leader class. This was a mistake.
This is also why the USA will fail, they seem to have the idea that they can use the criminal class as a sort of rabid dog to keep the populace fearful while simultaneously not eliminating them. This kills legitimacy and without that the house of cards falls apart.
