This has Bezos stink all over it. Bezos thought SpaceX would move at the same slow pace as other aerospace companies. Now that has proven to be incorrect, Bezos is panicking. He's made several attempts to use the government to fuck with SpaceX. First by trying to get in the way of SpaceX renting the old Shuttle launch pad, next fucking up the orbital slots and radio frequencies used by Starlink because Amazon wants to launch their own system in six to ten years, and now this crap.
Bezos owns the Washington Post, a far left newspaper that promotes the ideological positions of the Democrats. Now that Biden is in office, the Democrats get to reward Bezos for his loyalty, especially due to the Washington Post's propaganda on their behalf.
SpaceX has lots of ankle biting ahead of them. At every turn now, they're going to have some government bureaucrat impeding their progress at Bezos' request. Part of this is to slow down SpaceX so Blue Origin can catch up and part of it is because Bezos got his ego hurt by Musk outshining him. Bezos was busy spending his time selling bedsheets, toilet plungers, and nose hair clippers while Musk was using it to push ahead SpaceX and his other companies. Bezos looks like an idiot and he's going to try to get manlet revenge on Musk.
