They believed that battle alone brings out the pinnacle of human development and energy, so they would agitate battle. Among each other or among other groups, didn't matter. You would think that people would be for eugenics. After all no one is advocating for the equal distribution of reproduction. The opposite of eugenics would be if everyone was allowed to reproduce with whoever they wanted and all of the offspring were taken care of no matter how malformed. Nobody wants that, so we practice some level of eugenics already.

Usually when people think of eugenics, they imagine the extreme scenario in which one set of traits is chosen as the ideal and then no one else is allowed to breed. I don't think it has to be that way. I think they could design an intelligent algorithm to match almost everyone up in a way that would produce genetically healthy children with slightly improved traits.

Of course, there is the Nietzschean point of view which I find hard to disagree with. This scientific approach to eugenics reeks of 'last men'. It's like taking the life out of life. Men would no longer have to prove that they have genes worthy of passing down, it is determined by a scientist at birth. So we would probably be shooting ourselves in the foot as the people with the most potential become complacent and lazy.
