You don't understand, the tests they are doing right now is equivalent to wind tunnel testing. The only difference is it is being tested in the public eye and in airspace that they temporarily close. Iteration is necessary for something like this, because its not like NASA where a failure means more federal money, and spending money isnt a problem. SpaceX does need to be able to make lots of these to cover the cost of producing them, and iterating now is a great way of both building the manufacturing capability for that and making sure the rocket is as optimized as possible(again, not a problem for oldspace because fuel costs dont matter to them).

2023: SpaceX starts delivering satellites with starship.
2024: Development of lunar starship begins.
2026: starship cleared for human crew.
2028: Lunar version start tests in space.
2029: Starship starts moving materiel for Moon base.
2030: Lunar landing and possible test of starship to Mars.

China:
2021: Begins building Space station.
2022: Long March 9 first flight, Chang6 mission to mars to check for water in possible location of human base.
2023: Chinese Space station completed. First flights of reusable Long March 8.
2024: Fist lunar mission to planned moon base, robot set up site, establishes communication with earth.
2025 to 2028: Build up for lunar mission.
2029: China starts sending cargo to the Moon for moon base.
2030: first manned mission, China establishes a permanent moon base, starts with 3 astronauts and slowly grows. China starts testing in space nuclear rockets. and possibly sends to the moon a mini nuclear reactor to power the base.

Yes, NASA will land in the moon, but they don`t have the muscle without spacex to keep supplying a moonbase, China and Russia also will carry sucessful missions but not human presence.
