Starship's method is the theoretically optimal way to propulsively land. By belly-flopping you burn off a ton of speed so you need less fuel for the final burn. This is especially important for Mars entry: its thin atmosphere would mean that landing F9 style would burn a shitton of fuel.

The problem is that making this maneuver work with liquid fuel is no meager task. If an engine eats an air bubble then it's toast. Per usual in spaceflight the more optimal solution requires more difficult engineering.
