Personally I think a modified democratic system would work best. The central council or citizens would put forward proposals for large projects or new solutions for current problems. Then you would hold votes on the best ways to go about these projects or whether the proposed solution is a good idea. I think it has more to do with the fact that who the fuck cares if you can't tile it to mathematical perfection. A large enough cylinder is indistinguishable from a plane: they will be able to tile half of it, although with some gap in between the tiles (which we already know there will be) due to them being 3D and the surface not really being a plane.
I do think that the hardest part will be where the flaps contact the cylinder, not sure how they'll able to do that cleanly. Specially since the flaps are moving parts. My guess is that it won't be clean and they will see how much gap they can afford on those regions.

You're assuming a couple things:
One, that starship will be fully covered. Its only getting tiles on one side (maybe a bit more than half for reasons), so there is no need to complete the layer 100%
Two, that the tiles act like two dimensional shapes on paper. The tiles have 8 sides - top, bottom and the other 6 between top and bottom. Those 6 sides are not perfectly flat. They can be cut at a fillet to allow tiles to press up together at slight angles to create the curves.
