I think le mars meme is just a goal Elon made to drum up support and interest in space travel in general. All you need to create an earth-like atmosphere in a habitat on Mars is a small tank farm with a compressor and gas separator so you can sort out the ratios. The soil is easy to detoxify. Paraterraforming can be done with small craters or volcanic calderas.
