From what we can see genetically, there are no racial barriers to intelligence. There arent genes that correlate to low intelligence that also make you African.

We do know however that intelligent people tend to have intelligent children. By a combination of environmental, cultural, and evolutionary factors intelligence was never favored in Africa, so high IQ people were not having more kids than the retards. This does not mean black people are subhuman or Asians are gods. We are all homo sapiens and should be treated equally.
