He's said that regarding the Falcon 9 booster. Specifically that the booster by itself with no 2nd stage could get into orbit. I'm not sure if he's said the same about Starship. I know he's talked about E2E using Starship. But I think he has also stated that an E2E Starship would need more sea-level engines.

Hell, even only having the knowledge that it's possible makes doing exactly the same thing a thousand times easier. That's partly why Buran was way easier to develop than the shuttle, for instance all of the aerodinamyc testing was already finished for them.

remember that the only ones who came close to making a closed cycle engine besides spacex were the russians.
They also have a slight advantage in some fabrication techniques such as the use of titanium
