Ok, now that we finally know that 0.999...=1 as how the reals are built and defined, could we have a number set that allows for 0.000...1 and therefore for 0.999...=/=1?

I suspect you'd have to work in a completely different set theoretic axiomatization.
Since it seems to me if we had a set {9, 9.9, 9.99, 9.999, ....} which we say represents 9.999..., and a set {0.9, 0.99, 0.999,...} which we say represents 0.999... there is a bijection between these sets. So we can have x = 0.999... 10x = 9.999..., 9x = 9, x = 1.
I don't know how you would modify this to get rid of the 10x-x explanation, whilst also allowing 0.999... to exist
