No, it's an abstract concept. Maths and languages alike assign symbols to abstract concepts. The difference is that maths does it in a way most optimal for deriving features of the concepts while language does it in the way most optimal for communicating them. Mathematical notation is a language, but not the same type as English or the likes.

I think the fallacy here is that both sides are assuming their language is the "superior" one. I'm betting there a couple edge cases where English has a hell of a time even approximating some mathematical concept and there are the same in mathematics to English. But really it's just another language.
