I doubt that's possible, since if it were cloudy everywhere the sun wouldn't reach the water's surface and cause adequate evaporation.
The clouds would eventually rain themselves out.

The closest we've ever had global rain like this was during Noah's flood in the Bible.

In the scripture, it states that it rained for 40 days and nights, but for this amount of rain to cover the entire globe and raise the water level so that only the summit of Mt. Ararat peaked above it, would have to be an incredible amount of falling water indeed.

Mt. Ararat elevation: 5137 metres
Surface area of Earth's oceans: 608.83 giga-metres square
So to raise the sea level by 5137 metres would require
(608.83 * 10^9) * 5137 = 3127559710000000 litres of water

Even with a time period of 40 days or 3456000 seconds, that would be 904965193.865 litres of water per second of rainfall. With a calculation like this it is clear that the rains mentioned in the scripture were cataclysmic deluges of water and not everyday rain. Each square kilo-metre of Earth's surface would be receiving almost 1/10th of a litre of water per minute!

Think about this: water with no energy at all is a solid. It requires energy input to become a liquid, and then more energy to become a gas. After the gas loses the energy, it becomes a liquid again.

Now, I ask you: what kind of situation would lead to this process to be constant, everywhere in the planet?The planet would need to get like 40 degrees hotter for that to happen, so the planet would be pretty much sterilized and slow cooked and only weird bacterias would exist.

You can't have the surface receiving a volume of water without stating which area is receiving the volume. The only surface area you mention is as if the tenth of a liter is spread out across an entire square kilometer. Better would be to say that the rise in sea level would be 9 centimeters per minute averaged for the 40 days.

However, it also said the water was coming from the fountains of the deep opening up, so it's impossible to claim how much of any sea level rise would be due to rainfall instead of water gushing out from the ground.

However a bigger problem than the rainfall would be the horizontal flooding as rain accumulates at higher elevations then flows across land towards lower elevations, which washes out everything in between
