I had some kid from Cambridge hype himself up for getting a 1st class degree. I did not hire him, because he displayed no abilities beyond bragging about going to Cambridge or his 1st class degree. Hired someone from a non-Russel group instead. Nobody with a real job cares.

Top 20 is top tier for a program (i would say top 10 but the top 10 is usually a self propagating meme - after you become a brand name you dont even have to be good anymore). Top 50 is good. Anything below is normal.

For undergrad I think it carries a lot more weight, but still I'd wager it doesn't mean as much as OP likes to believe. If you're going to stay in academia it means even less. I no longer associate attending a good school to being intelligent. Not to mention rampant issues in top tier schools like grade inflation... at least in the states.
