Facts can be construed as racist as they can be used for alternative purposes. Saying black people have lower intelligence is true, however this could be true for a number of factors, including the poor education and self control we refuse to acknowledge and focus on.

Acknowledging it would help us work on a solution, as we know black people are capable of higher intelligence. However these people are the exception, not the rule.

You can see the same with the native communities in my country of Canada. They are given mass amounts of goverment funding, yet they are on par with blacks.
