Did it actually rotate? All the gimbal operators/technicians that chimed-in said it actually did rotate based on the video, but Mick West gives a somewhat convincing explanation that it's due to glare and the de-rotation mechanics of the gimbal. So which is it?

There are clear reflection/optical effects that rotate in perfect unison with the object, indicating the rotation must be internal to the camera. Doesn't really need any further analysis.

This is a very weird argument. He's basically saying that rotating a camera will rotate everything in the scene equally, and there's no way to make an object in a scene rotate relative to the background or the horizon by rotating the camera. Well no shit sherlock, that's obvious to anyone that knows anything about how cameras or optics work.

The question is whether there is an actual object rotating or if it is a flare effect which is inside the camera or lens, in which case the thing that is rotating is not in the "scene" at all.

That would also be possible, although there doesn't seem to be any reason why that would happen. All we can see is that something in the camera is rotating in exact sync with the rotation of the object, simplest explanation being that the object's "rotation" is the same as the camera's, but it could also be what you said.
