Considering how widely different humans are, it would be odd, if there was no natural gap in IQ between human races.
However social background is another decisive factor. A black guy from a rich family will probably be way smarter than a white guy from a poor family.
That difference in background is clearly unfair, but making everyone the same is no solution. For we aren't. And it's probably better like that. Incest leads to extinction.
