Because back then a great amount of effort was put into getting man on the moon as soon as possible. Meanwhile, there's so little interest in going beyond low Earth orbit that making a propellant tank would take a decade.

At least that is the case with government agencies. Private space flight is on the rise, and has shown to be more deeply interested and capabile.

People at NASA basically got cocky after Apollo and thought they were just gonna go on and conquer the solar system, not realizing that after beating the Soviets to the moon there was no longer any political will to do it.

The only part of their grand plan to get funded was the Shuttle, and all that could do was take things to low Earth orbit, so they did the only thing they could do with it which was to make a space station. Manned spaceflight since 1975 has mostly been a waste of time and just an excuse to do something with the equipment they had available rather than having any kind of mission or purpose.

The ISS makes perfect sense as a stepping stone, we have learnt a shitload about the long term effects of microgravity. The only real issue with it is it passes though the South Atlantic Anomaly but that is due to Russia wanting to be able to get there from Baikonur.

There are many things that can be documented to the Nth degree and still not be reproducable without experienced people around to guide you.
This is one of those things.
Also most of the technology used in the lunar missions is completely obsolete and can't be reproduced anymore, they have to integrate modern systems completely from scratch and there's no room for errors.

The ISS is a smaller derivative of the Freedom station project. Freedom was meant to initially look like a larger ISS, but with a focus on modular design centered around an expandable network of trusses. pIt was intened to initially be slightly larger than ISS with the same focus, but to the be expanded and to shift focus as a gateway as projects like constellation came online. Ultimately it was to be an orbiting spaceport from which space craft bound for the moon and Mars were to launch from and return to. That would allow for large reusable long duration craft to be assembled and operated economically. The space shuttle was to have continued into the 2020's ferrying crew in conjunction with the anticipated ESA Hermes shuttle, with Hermes assuming the bulk of the workload until a second generation class or two of American shuttles was launched. All of that was thrown out the window first by Clinton ordering the cancellation of Freedom and the slashing of all other program budgets, and the last nail in the coffin was Obama cancelling Constellation and the space shuttle, demanding that NASA fund the boondoggle known as SLS (Boeing was the largest DNC donor of the defense industry), and demanding all programs be cut back and funds be reallocated to NASA teaching everyone about the scientific wonders of muslim society as well as making sure that muslim nations receive educational outreach and opportunities from NASA.
