Yes. Mass makes gravity but you still need something to move, and you still have to find a way to get it up high. Rain water into a lake dam works well but we exploit the rain cycle. The gravitational potential energy is large but finite. When something starts accelerating (gaining energy) due to the gravity of something else, the something else recieves a corresponding amount of energy with a vector pointing in the opposite direction. This energy is not created ex nihilo, it is taken from the gravitational potential energy field which decreases correspondingly. Total energy is a constant value.
At least in newtonian gravity.
In relativity, total energy is conserved in everything except for changes in the metric volume of spacetime (cosmic inflation) which adds new energy into the system without giving a shit about conservation laws. Extensive observations and calculations over the last century has provided us with an excellent model of how inflation works and exactly what it does numerically, and we can solve any problem involving it mathematically.
The only remaining question is thus: why is there any inflation at all?

Let's use the example of an asteroid that is moving at constant speed then it is passing close to Jupiter. Gravitational force gives it speed but the asteroid doen't touch the planet.
