By 2020. Given that so many alarmist papers have failed to pass, what makes the predictions in this one different?

You usually digest these "alarmist papers" through newspaper/magazine/online headlines and whatnot. They usually don't dwell on the level of uncertainty, or the reader doesn't.
Also technology and techniques for measuring, computing, and building models advances every year. We also obtain more and better data.
Finally, we're discussing events that typically happen over crazy long timescales to within single human lifespans worth of time. Things that may seem undramatic to you are having wide scale issues that a lot of life is not going to have time to adapt to and our civilizations are adapted to handle.
