I think you're right. Or it would commandeer the trolley and have some minor short circuits from gently pushing the conductor out of the way with an ounce too much force.
Though I would point out that the zeroth law exists in the story where they have the AI running an country and it would allow some harm to happen to individuals if there was a definite net benefit to the everyone else because it realized it couldn't prevent all harm from everyone all the time, but that failing to complete its operation would lead to even greater harm.
That was a big huge networked AI if memory serves though and not your normal android. But there is precedent.
