I went through this book over the 10th grade summer after getting kicked out of school for a good part of the year so I could actually have an algebra 2 credit - it was easy enough to understand so as to get the premises of what he was saying down and understand how things worked properly. While it did take a bit to get through, I've no doubt now that, having a better understanding of proofs and how they work, I could get through this book fairly quickly. It increases your understanding of basic mathematical processes to the point where it's a lot harder to make simple mistakes, i.e not dividing where you shouldn't because you understand exactly how division works. It also greatly helps with doing proofs and understanding of math in general. People who say it's a meme are just brainlets who can't into math and need their hands to be held by a professor while learning.

I've never read the For Dummies books, so I couldn't tell you about that recommendation. I learned Calculus through Professor Leonard on Youtube, but he also has Prealgebra, Intermediate Algebra and Precalculus courses on his channel. I would highly, highly, recommend learning through him, he is probably the best teacher I've listened to and explains things beautifully. Khan Academy is a good source also.
If I were you, I would watch Professor Leonard on Youtube to learn, then go to Khan Academy to do practice problems on whatever you learned from him, or find some online to do.
I would also recommend the book called "A Mind for Numbers" to learn better ways to understand math and actually learn it, and although the book is r*ddit cringe and unironically mentions r*ddit itself in it near the end, there is still some good stuff in there regarding focused vs. diffused problem solving, learning through spaced repetition, the power of visual/abstract thinking to memorize new concepts (which has actually greatly helped me with learning German), etc.

The book is hard to get through if you don't know anything about proofs; it's not meant to be teaching basic math, it's meant to be explaining it. If you want, buy a book on proofs and figure out how they work a bit, then go through the book, it will give you a good understanding of why math works the way it does and good practice for proofs. I wouldn't recommend going through it without knowledge of proofs though, and I definitely wouldn't recommend going through it to actually learn basic math.

The book's not a meme, it's just not for people actually wanting to learn from scratch. See my post here >>11695967 for how to actually learn prealgebra/algebra/precalc, although note that you need to learn geometry after algebra and Professor Leonard doesn't have a playlist on it. You can use Khan Academy by itself also, I just don't recommend it, it's better imo as a problem set to make sure you understand what you're learning and practice it.

IQ doesn't matter in learning most math, except maybe unless we're talking from the viewpoint of like sub 80 IQ or trying to work high level pure math problems. Leonard is especially good for learning calculus once you get there.

I've never used a tutor, so I couldn't really say how helpful they are. I think, though, that most of this stuff you could learn on your own regardless of what level you're at, and I feel that way about most things. With the internet, there's so many resources out there to help you learn and see things from so many different perspectives, the only reason I see a reason for tutoring is if you have a time constraint or can't force yourself to do it on your own. Even if you have questions, there's always someone online somewhere to try and help you answer them, what's the point in spending money on a tutor?
Again, I'd recommend the book in that other post, "A Mind for Numbers." It talks quite a bit about how to understand and visualize new mathematical/scientific concepts, what to do when you're stuck on something, and more. Leonard also explains things very thoroughly, it's hard to imagine not being able to understand a concept with him teaching, especially when you can go back and look over it multiple times. He records in front of a class too, the videos are of his lectures, so generally people will ask questions about certain things that you might also be wondering. I really can't recommend him enough, he sparked a much greater interest in math for me than any of my irl teachers in the past.
