Probably 250 to 300 years away. First commercial genetic engineering has to become the norm and affordable (so niche concepts like cat girls can be entertained for cheap by corporations). Second cross species anatomical modification has to be fully modeled and sequenced in order for animal traits such as cat ears/tails to be functional on humans. Third neurological and immune analysis will need to assess to make sure risk of problematic behaviors (biting other people, attacking local animals) and zoonosis diseases (will be easier to cross the species barrier with hybrids like this) are kept to a minimum. Fourth legal and ethical concerns will have to reviewed. How to differentiate social regulations between a pet cats and cat girl. Are they allowed to travel independently? What laws are they obligated to obey by? Since some of you more than likely want to have a family with it how much civil and reproduction rights do you desire them to have?
