It's too vague to really make sense of. Calling professors domesticated and spineless can mean so many different things to different people. What would be a specific action these intellectuals do that makes them spineless to Ted? If it's that they don't violently revolt then I'm laughing in his face for being insane.

For ted I'm not sure there's any possible explanation other than he was just insane. No rational person would ever think they could actually accomplish anything by mailing bombs to innocent bystanders.
The real question is what do the people who love posting his quotes think they're saying? Ted would probably consider them spineless cowards for not being domestic terrorists. He would probably consider them worse than an academic for believing in his cause but not actually taking action.
