That's Richard Lynn's data, which is either a wrong extrapolation of some sort of testing data not related to IQ, or a misinsterpretation of data.
It's also assuming education does not relate to IQ (considering IQ as a meaningless value and not intelligence, as it should), which would explain any difference due to Asians putting a lot of focus into education.
