If you saved the hard part for second semester, less people would think they hated math. More people would actually understand it, and less people would fail.

There's no way to fix it.
Being able to do calculations, algebra and manipulation in general is extremely important but having a bit more focus on theory might be more insightful/engaging earlier on. The problem with having some theory is that normies complain that you'll never use it real life so who cares? Thus math education reverts back to brainless computation worksheets and most will have no idea that proofs are even a thing in maths.

Most people hate math and there's nothing you can do to fix that.
